And there are states now trying to pass laws which will either outlaw these sorts of guns buy-backs/exchanges or require that any guns which are in working order be immediately sold to gun dealers so that they can then be resold and put back into circulation. It's as if the guns themselves have now become so important that the idea of destroying one is being seen as some sort of sin or violation of the GUN's rights.
