There are differences between various kinds of insurance but it all still revolves around the concept of shared risks. And, we would all be better off if you were limited to vehicles that only functioned off the road!

...Automobile insurance that is required by the states is primarily liability insurance. If you have insurance to cover your own vehicle it is either because you want it or your finance company requires it as a condition of the loan on your vehice Healthcare insurance is not liability insurance, nor does it reimburse anyone for losses. There is no federal requirement to buy automobile insurance. Further there is no requirement that you buy any kind of insurance on your vehicle if you do not drive it on public roads.
