There term 'Obamacare' was coined by the GOP as part of their attack on the 'Affordable Care Act' when it was first being proposed. They were convinced that if they could link the bill directly to Obama personally that the people of America would rise-up to object to something that closely associated with whom they assumed was going to be a total failure as president.
