i don't believe it was going rogue.
they just got caught doing what bush/cheney initiated and obama continued.
this is why o has been disappointing in some ways. far too much continuity.
the only thing that has caused him to rethink is that allied leaders were upset that they themselves were targeted. and have begun to complain.
but the arrogant attitude of the us administration towards the peoples of foreign countries is fuelling the outrage. american citizens are one thing. foreigners are treated as having no right to privacy by the usa.
the foreigners in question are as likely to be french, spanish, mexican, brazilian, german as pakistani or yemeni.
so the backlash is going to be that much worse.
once again, american exceptionalism is the root of the problem. friendly relations and local law mean little to the us administration.
one day they will operate cooperatively again.
but it will take years to change the culture so that americans demand that their country and their rights are not treated as superior to those of others. not worse. but not better either.
mutualism is efficient. selfish behaviour not so much.
