the problem is making a simple, constitutional type of statement which applies brilliantly only to an eighteenth century environment.
the output of that kind of model is a ridiculous level of gun violence in a twenty-first century setting. it is obvious that the extreme notion of almost universal access is a poor solution. there's a huge middle ground to explore.
