Furloughing federal workers while promising to pay them retroactively when the shutdown ends is more like masterbation than governing, especially when private sectors workers, who will not be paid, are impacted unnecessarily. May as well declare them all critical and put them back to work rather then put them on paid vacation to damage the nation, the people and the budget.
