Hillary was likely no fooled by the WMD "evidence", the vote was likely a political decision.
The USSR made the USSR go bust, military escalation was just the icing on the cake, but eliminate the "extra" military spending and one still had a corrupt inefficient system that simply failed to adequately provide for its people. The military stuff was the only thing they were good at. Star Wars was not a bankrupting technology. The pressure was the likes of Pershing II (Carter), Trident (all presidents), perhaps MX (but Regean largely cancelled that, it was more of a carter thing). In the end mostly a Navy and Missile thing. But the system was collapsing well before these things. All the standard signs, increased income disparity, increased infant mortality, ... the same things one always sees as the early indicators.
Given the Hillary was SoS, its hard to know if anything internationally would have been any different were she POTUS instead.
Domestic politics sidelined gitmo, and domestic obstructionism has largely more or less effectively made the only addressable thing be whether there would be things like e.g. a govenment.
Obamacare sucked all of the air out of the room, Obamacare being only a slight modification of .... Hillarycare (the one that didn't get passed).
