Of course it does have the effect of diluting and making inane the actual need for proposal for say:
Violation of the Constitution by a sitting President and his cabinet to go around Congress to supply illegal parts and weapons to a violent anti-American regime in the middle east in exchange for release of hostages combined with illegal arm sales to terrorist killers in a Central American nation.....shhhh, speak not the Impeachment word.
Or say the illegal invasion of a Middle Eastern nation on trumped up charges of having "somewhere north, south,east, and west of " "Weapons of MAss Destruction"....lying to the United Nations, lying to Congress, lying to We The People, killing tens of thousands of people who had not attacked the United States (another oxymoron?).....shhhh, speak not the word Impeachment.
Or say the completely inept handling of national security or allowing hundreds of American citizens die in a natural disaster by defunding the agency responsible for assistance and putting a "Judges and Stewards Commissioner for the International Arabian Horse Association" politcal crony with no experience or competence in disaster prep/relief in charge ....shhh, remember "Heck of a job Brwoinie".
Impeachment for running up the national credit card...nope

Impeachment for padding the wallets of the plutocratic wealthy....nope

Seems that ever since Nixon all the Republicans can think about is bagging a Democratic President and hanging his head on the trophy wall.
