and then let them get on with their civil war until they are ready to quit fighting.

to me it is by no means clear that the syrian government is badder than the syrian rebels at this point.

both sides are such bad asses that one just wants the syrian people to have a chance to evacuate and then say, "have at it, friends".

i would also add - set a legal scenario up so that whoever is responsible for using the weapons gets tried for crimes against humanity.
