Freedom has many forms of expression. Different governments have their own traditions. It's going to be important to permit some countries to provide simple user controls and overrides, while others are content to employ trusted service providers. Sovereign interests are expressed differently in one country over another. So let the US operate one way and Germany another, so long as individual devices are affected and so long as the whole system isn't compromised.
