it is a free market approach, nobody is being required to do anything. They choose to do things for access to benefits. But it must be up front, plain, and on the table. They can be socialist, chilean capitalists, anything .... with the requirement that they abstain from killing their own people, allow assembly, allow expression and allow press.
agreed, I'm simply saying the US says : this is what we got, available to all, but we have rules for participation. We, like you, see it in out interst to have primarly relationships with those in power, but THESE ARE OUR RULES, and we will participate with anybody that obseves those rules.
