No question, intense surveillance and law enforcement will reduce street crime. The balance comes between enforcement and people's rights, as well as budget limitations. It would certainly be best if the people would get involved in crime prevention, but in Obamanation that's not even on the agenda. Getting drug dealers out of prison apparently is.

I think cellphones & cameras have helped crime decline.
