...I believe that panels of some kind are going to be necessary. Ya can't spend a million bucks to keep a senile old fart alive for a couple more weeks. Somewhere, somebody has to say 'enough is enough'. That is hardly the same thing as saying they don't exist though. Of course they exist.
Liberals are like a "Slinky". Totally useless, but somehow ya can't help but smile when you see one tumble down a flight of stairs!
