As a general rule, funding public pensions is bad.

Underfunding worked well for Detroit, Chicago, and Stockton.

Actually the requirement is to prepay 75 years of pension and medical insurance costs, something which has NOT been imposed on a single other 'government' agency. If Congress were to attempt to make this a requirement of private industry it would be thrown out by the courts.
