Yes I have. IBM's relationship with state and federal (and foreign) governments is a big consideration. IBM sometimes resembles a monopoly that discourages exclusive type contracts, the reason they almost always partner with other entities. More importantly, the federal government appears to be blundering along in it's cyber activities, and could mandate all sorts of nonsense in promoting it's contradictory security versus snooping activities. IBM doesn't do a very good job of bribing public officials.

I'm not sure how IBM has responded to NSA/FISA demands for customer information and access to IBM's data. Does FISA stand for Kangaroo Court.

Have you thought about the affect that the Snowden NSA case might have on IBM. They are an American company and if all of this stuff about the rest of the world abandoning American companies over snooping! That includes cloud snooping!
