The IRS is NOT 'his people'. The agency was headed by Bush appointees when he took office and this did not change until recently, and by recently, we mean within the last week or so, and even then Obama can only appoint an 'acting' IRS commissioner since the top job needs Senate approval and Mitch McConnell has basically stated that he intends to either slow-down or even halt the consideration of virtually any future Obama appointee for any position which requires Senate confirmation.
