Steven Miller, the ousted acting commissioner of the IRS, apologized on Friday for an agency program that targeted conservative groups applying for nonprofit status. "The American public deserves better," he said at the outset of the first congressional hearing on the scandal.
He maintained that agency employees weren't engaged in partisan politics and instead blamed the program on "foolish mistakes."
Miller stepped down on Wednesday at the Obama administration's request.
