Because they're trying to halt the repatriation of billions in profit that's sitting overseas so as to avoid paying their fair share of taxes to the people of America. This is a twofer as they can keep avoiding paying taxes on their overseas cash as well as deducting the borrowing costs as legitimate business expenses which will reduce their tax contributions even more.

Why would a corporation with over one hundred billion dollars in the bank need to raise seventeen billion more through a bond sale?
