the thing that is particularly interesting about it isn't so much the substance as the form.
he is publishing it so everyone can see it. he has given up negotiating with the republican leadership who he knows will obstruct it. instead, he's putting it direct to legislators and the people. his budget will see the light of day.
that's a sea change.
comes with risks too. republicans will likely reject it anyway. and then use his social security adjustment against him. saw that trick with medicare in the last election.
