and I think NK, China and likely SK and the US would welcome that but it is dependent on a means of preserving the NK oligarchy. Somehow one needs to durably grandfather in the oligarchy in order for them to accept durable western contracts ... and I suspect they lack the self-esteem to be confident in their maintaining their position. Sensibly so. Most of those who persistently defy the US are nevertheless much much much more capable than these buffoons seem to be (Castro, Chavez, Ortega, Gaddafi, Khomeni e.g.). The schleps in NK give dictatorships a bad name when viewed through the lens of achievement. Crap, they make the old Kremlin look like model of achievement and innovation. Is it possible with so much opportunity for a leadership to perform so poorly for so long? Apparently so. If they were lost in a jungle in Africa it would be one thing, but they live on real estate people have cared about for a long time ... and what have they managed to make of it? Castro leveraged his proximity. The NK idiots? Wow.

well, because nk uses any gratuities to bolster its military and nuclear programmes.

for myself, i'd prefer a us stimulus programme, using magic money to conjure new infrastructure out of spare labour capacity, which otherwise is wasted.
