i thought the notion was related to the existence of children, in which one person looks after the child so the other is free to work.

in your model, the contribution of A to B's productivity should be offset by the lost contribution of B to A's. so one person, one payout.

but it seems more sensible to assign the benefit of one person's contribution in the workplace to themselves - resulting in a calculable social security payment.

except where that person has performed a public good, such as raising children. in which case the partner-related calculation makes sense. one sacrificed so that the other could produce.

survivor benefits is alimony by death. the notion is the other person contributed to the "productive" persons production and owns a portion of that production, in life and in death.
