looks like the staff recommends that the commision just review the record (with new cafc rulings/claims constructions) and see if NOK infringes or not.... no need for remand to ALJ.

he also says that the "federal court appears to have found nokia products to fall within scope if the broader claims."

To me, the seem to repent from levi's findings and hinting to the commission to move on with life without delaying and go ahead and say nok infringes.
