President Barack Obama will pledge that the new proposals in his State of the Union address Tuesday will not expand the deficit.

"Nothing I'm proposing tonight should increase our deficit by a single dime," Obama will say, according to advance excerpts of the speech provided by the White House, which offered no details of the proposals.

The White House has previously said the speech will include new initiatives in manufacturing, infrastructure, education and clean energy.

Obama will also build a portion of his speech around job creation proposals, saying the nation should ask itself three questions every day: "How do we attract more jobs to our shores? How do we equip our people with the skills needed to do those jobs? And how do we make sure that hard work leads to a decent living?"
