That funding JUST passed, so the money wasn't in the pipeline.
The previous bill was to cover insurance.

just that public sector spending dropped nearly 7%.

...that didn't happen. Public spending increased because of the Sandy Rainstorm Relief thingy. Not saying they shouldn't have helped them folks. Just pointing out the obvious. Public spending did not decrease. Besides, the grand total of all proposed cuts is less than 1 percent. I hardly believe they accidently cut spending by 7 percent. It's just not possible or believable.
