...that's moronic on many levels. If they borrowed the money from social security to fund programs that should be funded by general revenue, that mixed social security into the general budget as an assett. Ya can't count money borrowed from social security as an assett to show a balanced budget (ala clinton) and then not show the debt as a liability or the books won't balance. They are hopelessly mixed forever and ever. Ya shoulda learned at least that much in accounting 101.

Social Security is NOT part of the budget. It's a self-funded program which has not added a single dime to the deficit. The only relationship between SS and the budget is that Congress has been borrowing from the Social Security trust-fund, but not a dime of expenses have come from the general budget since the program was launched.
