I like your ideas.

Its more difficult to get a drivers license than buy a gun in most states.

A background check is essential. If a gun is sold without one, $20,000 fine & a year in prison for the first offense for both the seller & buyer.

Have them take a course & pass, before they get a gun permit. Have them retested, like eye tests for drivers licenses.

BAN ASSAULT WEAPONS!

BAN 30-100 bullet clips for the public.

Stop high volume ammo purchases online.

I've rethought this a little. Maybe treat guns as we do cars. That is, make them be re-registered every year and require proof of liability insurance to have them registered. The cost of insurance for the gun would depend on the actuarial risk for that particular gun and the historical liability incurred. Anyone can own them but there is a correspondent cost (although insufficient to provide for victims and their survivors) while acting as a deterrent. Because guns don't kill people - people do, make those people that choose to own guns insure themselves for any liability. That makes sense to me - at a minimum.
