If you read the article you will see that the Senate was controlled by the Republicans. Also, the agreement actually required the White House to provide some of the savings by trimming so-called 'outlays' which they have control over. Virtually none of these were ever implemented so in the end, Congress held up it's part of the bargain, but the Reagan people didn't, and they knew it. However, I suspect that by the time Saint Ronald 'wrote' his memoirs he had already forgotten that little detail and so he had to explain how what he had promised had never happened.

...the offer was a dollar in tax increase for every three in cuts. The democrats accepted but after they got the increase, they didn't deliver on the cuts. That is why we don't want to give any tax increases now for a promise of cuts later.
