I think folks like McCain are as much preoccupied with being relevant and "equal partners" as anything else. So, they gotta whip it out, and they gotta shake it, but it is really all about them and what they think they need to be.
Not this issue, not Rice per se. If anybody presents credentials, or a past, or an event that might allow somebody to say they don't whip it out and shake it enough, then they whip it out and shake it - just to be sure.
It is kind of like a doctor ordering unnecessary tests, kinda a cover your butt thing, but in this case, act like an ass thing.
And that, ladies and gentlemen, was straight from the hip.
