I see SoD as the civilian interface between the executive, the legislative and the military with war planning starting with the chiefs. There are cases where SoD takes over war plan, something that often doesn't go too well (Rumsfeld e.g.). I don't think Panetta thinks of himself as some great military mind, while Rumsfeld seemed to think he was Rommel reincarnated. I'm curious if Powell is available for civil service again. Kerry for anything would be interesting, perhaps the MA gov would go for the seat?

not sure why politicians get this job. why would one assume john kerry has the vision to prepare for future wars? surely obama needs his senators in the senate.
