yes, in general that is true but some states have systems more vulnerable than others ... the real take home is this: close elections can be stolen, and recently have been. One considers theft when it is close, the magnitude of thievery that would have been required in 2008 is insurmountable, but not in 2000 or 2004. So, if the polling puts it down to just OH, then that is a scarey place for it to land. Obviously, should circumstances require flipping VA, OH, and ... say FL of CO or something, that just ain't gonnna happen. One of the features of the electoral college is its propensity to create electoral landslides, but when it doesn't, it is rather corruptible.
