his effort was slightly amusing, as he tried to impose his fantasy numbers on reality. wriggle is the verb that comes to mind.
i suppose he is aware that the organisations whose numbers he disparages created the averages which allowed interpreters like pollster and silver to be 96 and 98% accurate about the results in 2008. pollster correctly predicted 48 states and silver 49 states out of 50.
I'd say rove should focus on the states within the 1.2% margin of error, as the polling average was perfectly predictive beyond it.
but that would honour accuracy, which isn't the intent.
