I have attempted to put the customarily cryptic press release into plain language (or at least what I hope it means.)
We have decided to abandon scatter-shot R & D and focus on concrete solutions to specific problems. To this end, we will partner with others and let them bear some of the research and marketing costs. We, therefore, can let a lot of people go and save a bunch of money. In addition, we are going to manage our cash better and get a decent return.
Our 4G licensing efforts haven't been very successful, therefore, we have decided to try to get our money upfront by selling off our "core" portfolio.
The other stuff we are working on has great potential and by relying on selling products developed jointly with others we will have less resistance and generate more money from the big telecom companies. We will still license but it won't be the focus of our business any more.
