The ballot document indicates that if the 'three strike' laws are modified, as indicated in the description of the changes being voted on, that it could save California taxpayers $70-$90 million per year.
As for the repeal of the death penalty, while there will be some initial expenses in having to legally re-judicate all of the current death row cases (the changes in the law will be retroactive) and this could be as much as $100 million in the first 12-18 months, once this phase is completed, it's estimated that saving going forward from there could eventually reach $130 million annually.
