The government is asking defense contractors to bid on RFPs for projects that have not been funded by congress. The companies don't want to spend money putting together proposals for work that will never be awarded. The government wants them to because it provides jobs. If they're not doing proposals,they would be laying people off. Which would be bad for Obama. A large defense contractor has asked the government to pay them for the proposal costs if the contract is never awarded.

Your tax dollars being pissed away.
