Alleged competence is only so valuable.
I know a woman that is an amazing baker. Seriously gold medal abilities.
I also know a boy that if he eats peanuts he will be dead in 30 minutes without serious intervention.
So, the allegedly supremely competent baker offers to make the boy peanut butter cookies. No, the boy is allergic to peanuts. So the baker says, how about I make the boy a batch of peanut butter cookies. No, the boy is allergic to peanuts. So the baker says, how about I make the boy a batch of peanut butter cookies. At this point I am entirely uninterested in the baker's qualifications.
Dismissing the policy (tested policies, well demonstrated to not work, and policies I find amoral) is, respectfully, asinine. It is the number one criteron. It is dismissing the inclusion of peanuts (poison) because the baker has skills.
