I read that article and while I did not study it as hard as I would have studied the centerfold in playboy, I did not happen to see who had axed that the judge do such a thing. Don't somebody have to bring a suit or sumpin before it comes up before a judge? Perhaps there is some skullduggery here. (I say skulldugery because I don't believe in conspiracies).

A federal judge Thursday temporarily blocked the government from enforcing a new insider trading law that would require about 28,000 executive-branch employees to disclose details of their financial transactions on the Internet.
