...I suspect that since it was benefiting mostly poor black families, that it made it easier for Rick Scott and his fellow 'conservatives' to rationalize their decision. Besides, they claim that the federal money was interfering with programs being funded by charities because it had the potential to reduce the incentive for the average person to make donations to their churches or charities. However, that didn't stop the legislature from keeping the money that it had already managed to divert from the Affordable Care Act into their own pet 'abstinence-only' sex-education program which was already a proven failure:
