Saw confirmation today - all 9 bystanders were hit by police. Three were actually shot, and six hit by bullet fragments. This tells me two things: these officers might have benefited from some more intense training scenarios, and they were most likely not using hollow-point ammunition.
While hollow-point ammunition are touted as 'cop-killer' bullets in some areas (i.e. New Jersey), they are designed to release most of their kinetic energy when they strike their target, be it flesh, or drywall. A shooter is much less likely to shoot THROUGH a target with hollow-point ammunition. Round-nose jacketed ammunition (i.e. "target" ammunition) tends to continue its flight through a target, and shatters on impact with a hard backstop (i.e., concrete, steel, etc). It sounds like that is what has happened.
I certainly hope NYC (or NYPD) doesn't end up losing their shirts in the upcoming lawsuits.
