Personally I'm inclined to think that little news things normally cause nibbling, the ATM sits on it, the buzz/high doesn't develop, and the Voids (or MoMos or whoever) don't chase something that isn't moving.
If it was the case that the ATM did not step in front of the volume, there is some price movement, and the natural tendency for Voids / or MoMos to chase sets in ...

15% is a big move in penny land for those with their finger on the pulse of those equities they trade.
As my math has them flat broke, if any of this involves and idle ATM, its hard to imagine it staying that way. Certainly if they did have a firm timeline on a signficant billing they would cut it as close as possible to run the ATM into any real bounce.
I mean a 2-3m order still requires the ATM.
They don't need a little money, they need a lot.
