I think it was a smart move by Romney. If he does win, this will be why. I don't expect him to win, this gives him a chance. He can now win a nail-biter, or lose rather soundly.
House members are usually considered toxic from a running mate perspective. They make a lot of votes and develop a pretty thick records. Govenors, Senators, Ambassadors, ... not so much, but a dozen years in the house is going to be some votes.
