Let's not forget the private prison industry. Paul Ryan has consistently voted in favor of keeping more people in prison as long as possible, either by opposing attempts to rehabilitate people being released from prison or by voting to increase sentences for juvenile offenders as well as people convicted of minor drug offenses. The only exception is that he has voted 100% against all attempts to define hate crimes committed against women, minorities or members of the LGBT community.
