I do not believe SKS has ever said they expect scale deployment from *.gov in 2013. Lots of pilots, promise, timeline uncertainty ... never we expect scale deployment in *.gov 2013 ... and later "$30-50m range" and that NATO would follow US and match that number.

He makes very few statements like that.

NW and all sorts of whisper mill stuff has pointed to Summer 2013 for some time, but not in a CC from the top.
