Newt admits that Obama hasn't actually changed anything, contradicting Willard's latest campaign advert's claim. However, he says that 'we all know' that he would change it if he had the chance. So now the GOP is basing their campaign claims NOT on what Obama has actually done, but rather on what he might do, if given the chance:
