I am not sure who the oracle is, but whichever oracle I have ever seen does things conditionally.
I know why they do this. It's because they don't know the answer.
But I will tell you a few things:
1. Wavoids were selling stock as the price declined. When they say, I'm loading up it always turns out they were loading down beforehand.
2. Some of them will have sold to buy into the discounted PP.
3. Some of them will know when the PP is, if there is one.
4. If the PP comes, it's going to stink for people who don't trade.
5. But one thing's for sure: anyone who says so will be excoriated; the folks doing the excoriating will be the same as the folks who did the benefitting.
6. After the PP, the same beneficiaries will become strangely vocal in their optimism.
