All one needs to do is read any states CAFR Comprehensive Annual Financial Report, and see all the money they have, They set a budget and when that runs out they cry, IM BROKE. It's all bullchit. Each state has mass amounts of money sitting around they tell no one about. What a scam...............Always been this way, Just folks finding out about it now.
