Why does it have to be the mentally incapable?

If you are one of the banks who participates in Libor rate setting, then you have the advantage of access.

This has nothing to do with mental capacity and everything to do with corporate inheritance.

Indeed, to think that the only goal of work is financial profit is to miss the fact that all sorts of people have different lifestyles in mind. Many people make a living in a system which provides artists, scholars, stage actors, divers, clowns, tightrope walkers, comedians, monks and teachers with the opportunity to pursue their calling. Without the prospect of making a fortune

Such a system isn't perfect, by any means; but it isn't as awful or as monocular as you suggest, in my view.

“The few who understand the system, will either be so interested in its profits, or so dependent on its favors that there will be no opposition from that class, while on the other hand, the great body of people, mentally incapable of comprehending the tremendous advantages...will bear its burden without complaint, and perhaps without suspecting that the system is inimical (harmful) to their best interests.”

The money system is the problem........fractional reserve banking
allows the few who understand the system to profit from the
labour of the mentally incapable........
