Clearly it's Nokia. I believe Qualcomm has signed licenses with all the big players that locks them in for many years going forward.
Nokia, on the other hand, has all of this IP that they aren't really monetizing effectively... cross licenses reduce some costs, but they still are getting crushed by the competition.
They are burning cash faster than they can make it... they are losing market share... they are sinking fast.
NOK's LTE patents, ranked high by most of the 3rd party analysts, could soon be available in a Finish bankruptcy Auction near you.
