I don't know about that. The company has the money to make such purchases now regardless that they will receive an additional $350 million in Q3. They purchased $10s of millions worth this year alone before the May announcement for an additional $100M before this last $100M. If they were waiting for the cash to hit the bank account in order to act they might as well have announced an increase in the dividend for next quarter.
