Although Nokia did say that the only barrier to licensing was the FRAND rate, later in his opinion the ALJ stated that Nokia raised issues of validity, essential nature of IDCC's patents relative to the standards etc. It's hard to tell what exactly Nokia is claiming.

them. And in the filing they state the only issue remaining between licensing from IDCC was a FRAND rate. Anyway they got shot down and the ITC is retaining the case. I could not get the document to print but it is a definite must read, especially, where Nokia says the only issue to licensing was the FRAND rate. The following document was showed up today for viewing and was the Order of the ALJ on May 31, 2012. (Go IDCC. I think Nokia knows they are in a pickle this time). Not if Nokia licenses but when.
