I think they are different ends of the same thing. The November announcement was that Wave would develop its software for use in Samsung chips. That was a no income deal. Today's announcement was how Samsung will use Wave's software and how Wave will derive a royalty: from its use in TPM-equipped boxes.
So Wave took the development risk and Samsung is offering a variable type of revenue opportunity to them.
This is always Wave's model. So no surprise. They will surely hope this expands into: first, ERAS sales from Samsung's PCs; second, opportunities with equipment which uses TPM alternatives. But those are further steps along the journey. For now, it's the fairly small royalty per embedded TPM unit thing.
At least, that's how I read the words. Not inclined to give them a grander meaning.
